The Public-Private Partnership (PPP) is an instrument through which public bodies can build public goods and then provide services through the technical and financial support of a private company. In Italy, the term "project financing" is generally used as a synonym for Public-Private Partnership.
Compared to common tendering processes, project financing, (which is the main PPP form) has a key element which is not only the infrastructure building through private funds, but also the management of the related services.
Project financing is, therefore, the financing of a business project which is carried out by partners through the creation of a joint venture, which implies the economic and legal independence from the partners themselves. In this operation, debt and equity are paid entirely from project cash flow.
In Project Financing, private companies may not only respond to the specific demands of the public sector, but also elaborate their own project proposals which are then submitted to public bodies; subsequently they evaluate the general interest on the project and then decide to start the tendering process.
